Mr. Speaker, we must not give people fish; we must teach them how to fish. We will triple the size of our mission to train the forces on the ground that are fighting Daesh. Our plan is not to withdraw our help from the region, but to be effective and provide significant assistance on the ground. That is in line with the UN objective my colleague mentioned.

Does my colleague not believe that training is important? Would he prefer to send no advisers?

My colleague wants us to do more to degrade the Daesh forces. Does he therefore agree that tripling the number of advisers will improve the situation in the long term by giving people the tools they need to fight Daesh on the ground?

Monsieur le Président, on ne doit pas donner des poissons, mais plutôt enseigner la pêche. Nous triplons l'effort de formation des forces sur le terrain qui combattent Daech. Le plan ne vise pas à retirer notre aide de la région, mais plutôt à être efficace et à apporter une aide significative sur le terrain. Cela s'inscrit dans l'objectif de l'ONU mentionné par mon collègue.

Mon collègue ne croit-il pas que la formation est importante? Choisirait-il plutôt de n'envoyer aucun conseiller?

Mon collègue veut que l'on en fasse davantage pour réduire les forces de Daech. Alors, n'est-il pas d'accord pour dire que le fait de tripler le nombre de conseillers permettrait d'améliorer la situation à long terme, en outillant les gens qui combattent Daech à long terme sur le terrain?
